Newbies enjoy gang roams and crapping all over other people's 1v1s at least as much.
Having the ability to ruin peoples day is one of the foundation's eve was built upon and one reason many newbies join in the first place.

Because the whole point of eve is that you can mess with other ppls day if you want.

Because my PvP is messing with your PvP, and your PvE and your game in general. One of my biggest attractions to this game is that I can mess with you at anytime, and at the same time anyone can mess with me.
That said, I dislike all non-mining boosting. Offgrid or not.
A 'true' 1v1 is a fight with pre-set conditions, rules, parameters. its not sandbox and I personally feel that a 'true' 1v1 is as 'fake' as any preorganised practice fight on SiSi.

Because it means the ways that I can mess with you are reduced. That means risk, and therefore fun, is reduced.
Its not enough that I can decline these bear-duels. We should be able to deceive other players into an unfair fight as well as interrupt other players trying to have a private fight. Its one of the core principals of EVE.
The game was doing fine when PvP was unrestricted. It was growing until ganking was nerfed to hell, until awoxing was nerfed, until wardecs were nerfed. Its precisely this fun sucking carebearing that is removing interesting playstyles and making the game dull, causing people young and old to leave.

Playing dirty is part of the game. A concord response for tipping the scales or messing with peoples duel/wardecs is not going to happen. Instead, why dont players learn to fight back?

On fighting back- This is a game where might makes right. Its not a bad thing that a bigger and better group of players get to push their weight around. Thats in fact the point. And no matter who you are, there are bigger and better groups than you and everyone has to yield sometimes. If you want more clout, then make more friends and become more experienced with the game. I dont see what's wrong with that.
On duelling and concord- The op is not asking for a concord response if someone shoots a player in a high sec duel. Hes trying to make logi and boost interference a criminal offense. To which the answer is:
No you do not get a guaranteed fair fight. Welcome to eve.

Youre assuming im going about my daily business and then interfering with random players that i encounter. But what if im after a certain player, i intend to interfere with his game, and he goes to one of these bear-duel systems? At that point i have no ability to interfere in his affairs and my game is ruined.
What if i want to dupe this player into an unfair fight, and he says he'll only fight in these bear-duel systems. At that point my game is ruined.
There is already a place where players can go and be assured a 1v1 fight. SiSi. Its optional and players can CHOOSE to go there and be part of those activities.
